Witness testifies on how NIMASA former D-G awarded 10 contracts to 1 person.

A prosecution witness on Friday told a Federal High Court in Lagos how the Nigerian Maritime Administration and Safety Agency allegedly awarded contracts to 10 companies owned by one person.
The witness, Ibrahim Ahmed, testified against a former Director- General of the Agency, Raymond Omatseye, being prosecuted by the Economic and Financial Crimes Commission.
The Commission charged Omatseye with the transfer of N300,000 pounds sterling from the agency’s bank account.
He, however, pleaded not guilty to the 11-count charge.
The commission alleged that Omatseye used his position to split tenders to evade the limit of contract sum he could approve.
Ahmed, an investigating officer with the EFCC, testified that Omatseye endorsed 10 contract forms and ordered the payments.
The witness listed some of the companies which were awarded the contracts to include Layol Commercial Services Ltd., Fahat Resources, Kolal Iriska International Ltd. and Frazel International Ltd.
According to him, the others include are Njanu Nig. Ltd., Pro-Quip Nig. Ltd. and Hammalk Services Investment Ltd., AIA Internationakl Ltd., Kenner Kewe Engineering Services.
Ahmed submitted that further investigations by the EFCC revealed that the 10 companies belonged to one person.
He told the court that he could not remember the account names but noted that they were included in a statement he tended before the court.
Prosecution counsel, Godwin Obla, tendered the contract documents as exhibits, and they were admitted by the court as defence counsel, Mr Chris Emeh, raised no objection.
Justice Binta Nyako consequently adjourned the case till Oct. 27 for cross examination of Ahmed by the defence counsel.
